By calling it a failed state it basically jusiies any intervenion. Ater 9/11 we tend to perceive it with massive human rights violaions. Failed state presupposes some sort of western interests. Discussion from oil and geopoliics to human rights violaions and al qaeda threats. Side note* al qaeda is an american product. Far resembling what we imagine as a sovereign state: refugees, rudimentary state services and insituions, no central authority, sea pirates. But not total anarchy neither: civil society (religious groups) and family (clan-based) groups taking the void: sharia based islamic courts, koranic schools. The emergence of icu (islamic court union: restored some civil order, large support from populaion. But consider a real threat (bush afraid of it being a safe haven of al- qaeda and other terrorist groups) What ensued: invasion of us backed ethiopian army: the rise of al-shabab. Aniquated concepts: crime: proit, terror: poliical moives.
