Those that do the redistribution keep some portion for themselves. This creates one r more ranked social tiers. Intensive agriculture specialists (potters, stone masons, weavers) highly centralized government, with a professional ruling class. Large populations with residential patterns based on occupational specialization. Elite class control complex economy market system ; makes laws; privileged access to key goods, services, ideology.
