Being in a particular physical location/territory refers to jurisdiction. I. e. if an ontarian gets injured in alberta, the ontarian resident can bring a case in the ontarian court and force the albertan to travel to the ontarian court. They do not get punished/go to prison for 10 years, as outside of thailand, other nations may not deem it reasonable to punish an individual for doing that but if such people ever visited. Thailand they would be vulnerable to their laws and therefore vulnerable to going to prison for 10 years if previously they have mocked the thai king regardless of which jurisdiction they originally did it in.
