If you rise to a middle class status, you begin to think a little more about politics. If you have a gov with a really poor population, you cant really tax them. If you have a wealthier society and you have a middle class, then you can tax them the middle class basically demands democracy they want to know where their money is going. Supported the pessimistic view that democracy would not spread. People who defend modernization theory say that if this was started in the west, maybe its due to the fact that it is because the west was rich. So when other countries become rich over time and become more modernized, then there will be a rise in democracy.
