Sub-saharan africa is the poorest region in the world. Has all of the 23 poorest states. Only two of 48 african states are above the bottom third of states. Hiv/aids is most severe in the region. Life expectancy is 46 years (second worst region is south asia at 64) Half of all africans lack a decent source of drinking water. 10% of infants die before age one; 17% die before age five. Violent conflict is widespread (2/3 of all un peacekeeping operations are in. A system of highly personal arbitrary rule that turns the public into clients of the ruler rather than citizens with rights. The right to rule is ascribed to a person rather than an office. Subordinates pay loyalty to personal patrons, rather than laws and institutions. State treasury is a personal slush fund to stay in power and pay off clients.
