The people are dysfunctional (they cannot care for themselves, nay be disruptive, difficult, we have to care for them) Our constitution says we have the obligation to care for one another, but people also have the freedom to live their own life. But if they are causing a problem to others we can intervene, but if they live on the streets it"s not harming anyone.
