Norms = folkways, mores, and taboos: folkways negative reaction will be mild, taboo creates a stronger negative reaction. When a law norm is violated it becomes a crime. Our norms vary across time and place culture to culture you find different norms. Something deviant today may not have been seen as deviant 50 years ago. Crime is simply breaking a law and going against government.
