One way to regulate a behaviour you don"t like is to regulate them. You need power though, the combo of both support each other. Actus reus criminal action: commit, omit, possession ex drugs/lock picks/ don"t have it on your person cause you will get in trouble. Saying you are a drug user isn"t illegal, status isn"t the same thing as act. Different from status e. g. : declaring oneself a prostitute is a statues, but communicating for the purposes of prostitute is an illegal act. Mensrea guilty intent: to engage in a crime. To beconvicted of most crimes, a person must have done something criminal and usually must have intended to do it.
