If we didn"t value human life, there wouldn"t be a norm/law against killing. Laws are not as strict as they are today than previously; they are stricter; we value life more and more; The more serious the misconduct it becomes, the more people will speak up about it. The reaction becomes more serious as the deviance becomes more serious.
