In canada municipalities are the creatures of the province provincial municipal law applies to all cities, big or small. Cities only had power in which the state or province gives them within their boarders. In us there is urban law but not in canada in same way since provinces create cities. Cities get to decide what kind of bylaws they have but the issues are very similar through different cities. 1998 amalgamation of 6 separate municipalities in the gta. The province forced the municipalities to amalgamate because they thought it would be easier to administrate even though people voted for it not to happen. Canadian federalism and the weakness of local democracy e. g. taxation of toronto. Law on the books (e. g. city of toronto act) act that incorporates toronto by charter. But also much that is not cities are built, serviced, provisioned by networks of governance.
