Lecture 4: provincial local relations: (first slide on owl) Municipalities are creatures of the provinces : not protected by the constitution, all municipal authority is based in provincial legislation. But this notion that municipalities are creatures of the provinces; quebec city predates. Cities are a more organic form of government than provinces sometimes, cities often predate provinces: gives municipalities some protection from the federal government. General jurisdiction rather than express authority (gives municipalities more freedom to act, general areas of jurisdiction where municipalities can be con dent of their authority) Recognition of municipalities as orders of government (responsible and accountable governments) Requirements for provincial governments to consult municipalities (especially if there are going to be any major changes to municipal frameworks) Special laws or city charters: apply speci cally to certain municipalities, usually larger cities. Ex: city of toronto act, vancouver charter, etc.
