Studies show that a combination of eroding employment opportunities and the retrenchment of social services and publicly funded social services have led to the rise in poverty. Work alone was not the answer = more poor people work but the work they do is temporary, low wage, unfair. During the great depression - state started to become aware of the state of the poor. New deal: targeted unemployed, poor families, minorities and anyone who roosevelt thought was getting a raw deal. In toronto - maple leaf _ was built to give people work. Work progress administration - building roads, public buildings. The state began to offer some relief for the destitute. Also aid programs for women with children - so they didn"t have to give their children up. 1960s - poverty dropped bc of these support mechanisms. Ronald reagan - rise in unemployment and shift.
