In the 1970s police were not good at solving crimes, becoming a responsible person, finding a way to avoid that risk. Shift in the role of the state stops playing a primary role = crime prevention emerges. Don"t think about fixing the criminal but instead preventing the opportunities of the criminal. When courts and policing emerges as a strategy idea was to cure criminality (idea that crime could be solved) = currently idea that nothing will work. Root causes = were not addressing these (ex. systemic inequalities) Proactive participation = everyone must participate (promoting partnerships family, state, police, institutions, labour market) Communities, everyone becomes central in dealing with the crimes. Surveillance on both sides people there to film/monitor the police (and vice versa) [no] admitted they were wrong (didn"t do this in the past), not closed off from critique.
