CITB01H3 Lecture 1: CITB01 September 01
CITB01 September 01, 2016
What is planning?
- Thinking ahead to succeed
- Think about the actions required to go to where we like to be
- Keep constraints in mind
- Creating a timeline for each action
Planning is the deliberate social or organizational activity of developing an optimal strategy for
future action to achieve a desired set of goals, for solving novel problems in complex contexts
and attended by the power and intention to commit resources and to act as necessary to
implement the chosen strategy- Earnest Alexander
IN the broadest terms, urban and regional planning is the process by which communities attempt
to control and or design change and development in physical environments – Canadian
encyclopedia
Planning is concerned with the interrelationship among:
- People, physical objects, and ecological processes
Any kind of development we have in the city changes our relationships to the city
Greenhouse emissions cards produce is an ecological process
Birds crashing into buildings in an ecological process caused by us building
- Jurisdictions (federal, provincial and municipal)
These jurisdictions all have an effect on planning
We cannot think of city planning as a municipal or local, we have to remember the
interrelationships they have with the federal (eg: municipal not having enough funds for
transit)
- Domains (social, economic, political, physical)
Sometimes we care about one domain more than another
Three key questions in planning
- What action is necessary?
- Who should act?
The city cannot just say “we are going to do this” because other people are also affected
(Stakeholders, etc.)
You need to bring everyone in to get your desired outcome
- How should we proceed?
What steps to take to achieve your desired outcome?
