Intergovernmental context of city politics: constitution provides a framework for provincial control over municipalities, provinces can empower municipalities under principles of "prescription" or "spheres or jurisdiction. " In reality, municipalities have "government-like" relationships with both provinces and the federal government: municipalities have broad power to shape these relationships. Local government: includes municipal corporations and other mandated entities (e. g. , school boards, some abcs): a municipality is an example of local government, but a school board is not an example of a municipality. Upper tier government is prevalent; cities with a population over 50% of the cma of that general area: advantages: clear accountability, region-wide perspective, disadvantages: less connection to local officials, example: chatham-kent, direct vs. Indirect elections: direct election: you clearly vote for your desired candidate amongst a list of candidates - we make a clear, direct statement as to who we"re voting for by checking off their name from that list.
