When canada was created in 1867, it was split responsibly between federal and provincial governments. The issue is that it didn"t mention water. Federal governments have recently left most water management initiatives to be dealt with by provinces, while keeping jurisdiction over boundary waters. The international boundary waters treaty of 1909 aimed to protect the natural levels and flows of shared waters. Water policy began to take shape in the 1960"s. In the 1970s: acid rain, climate change, toxic contamination, regional water shortages, river diversions and water export.
