August 4th decrees: question of the veto: absolute vs suspensive (suspending) The people: suspicious of the king, demanding greater involvement, not satisfied with passive citizenship. National assembly constitutional monarchists vs republicans: debates over a constitution. One constitutional committee disbanded: debates over popular involvement. Counter revolutionaries: monarchist and religious fighters in the provinces, noble emigres amassing in prussia and austria. By april of 1791, king had not formally contacted foreign courts: the secret letter to the spanish monarch disavowing revolutionary actions: written july of 1789. Active and passive citizenship (assembly vs the people) Category of active citizen introduced 29 october 1789. Men over 25, paying taxes equal to 3 days skilled laborer"s wages: a little over 4 million men qualified. Only active citizens could vote (indirectly) for assemblies.
