Purpose: to introduce ways of thinking about the scope of health and its implications for health policy and to introduce public policy-making. Health often narrowly defined as health care, but is much broader than that. Different ways of understanding health (paradigms) have implications for public policy making. Public policy making is applied problem solving driven by both technical and political dimensions. Determinants of health + diff public policy which health can be maintained. Stages of canadian government involvement in health (1) Argument (pov): clean water policies done more to improve health status than health interventions. More ppl saved by clean water than penicillin etc. (2) Poor might have trouble paying for food (stress) Right ==> indi focus; freedom to accum wealth. Med problems seen as something of your doing. Poverty, high pollution, stuck somewhere you can"t get out of, hazardous working conditions. Distributes wealth & resources (social and economic ones)
