What is a need assessment: a form of planning that, measures the gap between two conditions- what currently is and what should be (a need) Identifies problem areas, issues, difficulties that need to be addressed (causal analysis: prioritizes and guides decision- making, concept of needs assessment emergent in the 1960s and 1970s.
