A deal was struck to get rid of the lawsuits : tobacco got : agreement for no further class action suits & no attorney general suits, tobacco lost: No cartoon characters on pkging camel. Still allowed for individual lawsuits capped off at 000 per person had to show that they tried to quit. Fda could still regulate tobacco advertising: revelation by whistle-blowers that the tobacco industry was adding nicotine to products even more than before, scientists discovered that 2nd hand smoke was also harmful. More ppl had reason to file lawsuits & sue for damages. States decided that they could sue tobacco industry as well b/c they had to pay for the expenses of the sick.
