Doesn"t make them worse off cuz they confer existence on them. No victims not doing anything wrong actually neither harmful nor wrong. Keep your principle but give up on your institution: abandon wrongs require victims: this is parfit"s & steinbock"s approach, deny that harm requires worsening: this is harman"s approach.
