After 1945 un charter which stated that countries could not annex other states, we see a massive decline in interstate wars: civil wars. Become clear that while civil wars are taking place inside the border, they also have an affect on other neighboring states, meaning its also an international security question. With the decline in interstate wars we see a rise in civil wars: failed states. Somalia, where there was no presence of a government. Pakistan is considered to be a failed state because there are parts of its territory (north west, near afghanistan), that there is no governmental regulations: ethnic cleansing and genocide. There are certain things like genocide for example that although happen inside the state are a violation of international law, further making it the whole words problem: cross-border insurgencies, transnational terrorism.
