Modernization is one of these driving forces, which heavily develops the economy and civil society: urbanization, education, and increased wealth enhance the organization of the population. These forces ask for democracy most of the time. Weimar germany was highly economically developed and smart (einstein): civil society can be strong (weimar germany), but is bad for democracy since national political institutions become weak and fragmentation occurs. The final solution: hitler"s regime was extremely ideological and was based on notions of extreme racial hierarchy. Social darwinism was studied and practiced a lot in europe.
