Westphalian sovereignity territorial exclusivity defined by borders one side is one territory and the other side is another territory each with own set of laws. Emporer with people and land under him: good example of last empire is ottoman empire. States are like any other group that uses violence except states do it on a larger scale: employing police, judges, etc, state making. Does this better than empire and other forms of state by. Peace of westphalia: religion of state cannot be interfered with by other states: before, states would use religion to their advantage, now, religion was subordinate to secular state. Now talking about territory not people and places. Essentially had to be ueropean to be considered sovereign state, not europeans were not sovereign and were still colonialized and invaded.
