They assume that it is only the extreme poor that will not be incorporated in the market and that all others will be even they are in moderate poverty. Sole use of income to decide inclusion. Not a good way to decide who was in the program. There are many different aspects of deprivation and it would be better for the community to decide who is in or not because they know which families are suffering. Can create conflicts within the household; increased violence. In many countries of the global south, the quality of educational services are often below quality. There is no point of sending kids for education when there is no textbooks, etc. Ccts are good but have a variety of problems.
