State has the right legally to use force (legitimacy to use violence and a responsibility to use according to norms of state). Often in certain instances (syria) the state uses violence wrongly. It must abide by law if it wants actions to have legitimacy. Rules established by the population for the population. In many state rules are particularistic (some citizens not others). * ideal state guided by a legal realm that applies to all people. In theory all states are equal to each other. State: basic institutions (raw power or infrastructional power" or hardware"). Regime: indicates how this power is organized around a set of fundamental rules. Democratic states emerged out of a long drawn out violently competitive process. Ones that win accumulate power and resources (land mostly) and territory.
