It must abide by law if it wants actions to have legitimacy. Rules established by the population for the population. In many state rules are particularistic (some citizens not others). * ideal state guided by a legal realm that applies to all people. In theory all states are equal to each other. State: basic institutions (raw power or infrastructional power" or hardware"). Regime: indicates how this power is organized around a set of fundamental rules. Democratic states emerged out of a long drawn out violently competitive process. Ones that win accumulate power and resources (land mostly) and territory.
