Humanitarian intervention violates state-citizen compact to ask soldiers to fight for humanitarian intervention. Applied selectively and based on cultural preferences of the powerful (rwanda vs. yugoslavia) Humanitarian intervention will always be based on the strategic and cultural preferences of the powerful.
