Cons of High School (HS) Shopping Mall
Development of informal norms among students that tolerate high standards (lots of homework, heavy
workload etc.) in core course, but standards are lower for electives If teachers set standards as high as
core courses, teachers will get into trouble with student’s parents
Must find ways to accommodate with students not interested in pursuing academics
Teachers that demand time and effort from students in elective courses risk trouble with consumers
Too many electives in North American schools compared to Europe
Mastery with core courses (math, science, English etc.) are not expected
Consumers can seek demanding/challenging curriculum, but students are just as able to avoid the
demanding workload
Too easy to advance in the next grade
Encourage self-streaming in HS
oBacklash against shopping mall HS
Schools are “neutral” in selection of electives. This may cause students to take courses that may affect
their future goals unknowingly
Critics Argue for HS Shopping Mall
Evaluate educational standards by raising them
oHowever, public school system (PSS) is too slow, too bureaucratic and too large. Suggested
that PSS should not adopt the monopoly control
We need more school choice – choices are determined by market reforms, resulting school
competitions
Schools will survive according to the ability to collect funds from fee paying clients (parents willingness
to pay different kind of schooling)
To affect clients in paying:
oMatch preferences of parents
oBring new innovation/ideas into educational field
oRaising quality in order to attract clients
These are business systems (like private companies) applied to education
