Public policies aimed at satisfying core human needs: education, health care, housing, income support especially for the unemployed, aged, injured, and disabled. The emergence of social policy was tied to the rise of the post-ww2 welfare state : welfare state plays a role in mediating the impact of market forces . Often likened to a safety net for those who fall through the cracks of the market system (temporarily or permanently) What drove the emergence of the welfare state: t. h marshall, citizenship and social class: democratic right to social benefits. In the 1700"s, the countries were controlled by kings/queens (monarchs) The move to social benefits is based on a historical expansion of rights. In the beginning 18th century, began with civil rights- right to freedom of speech, religious expression, association, - initial set of rights that people demand. Expansion in 19th century: new rights that included civil rights.
