Did it so constantly so that everyone eventually believed him. Intelligence community has no clear answer on weapons of mass destrucion. Bush exerted massive pressure on them so they eventually concluded that saddam hussien had weapons although there was no clear evidence. Example of knowledge society: driven by technological revoluion. Ater every defeat, generals had to regroup to see where they were at in winning the war. Knew what was going on being of surveillance.
