In democracy we would want best and brightest but tocqueville notices we elect those that really needed our support to rise in society. Democracy is not perfect, tocqueville saw and equalizing process that was underway. Newspapers- aristocracy not everyone needed to be informed because not everyone mattered. Tocqueville acknowledged that anyone with any ill informed idea can publish it was his big problem, material that can agitate public and make it difficult for politician"s policies and implementation.
