That axis points (nearly) at the star polaris. Therefore, polaris (nearly) doesn"t move on the sky. Ancients thought there was a big sphere and whole sky turning around that point. All the stars are fixed in space basically, moving very slowly, the earth is actually turning. From south pole we wouldn"t be able to see it because it be below the earth, we"re on the opposite side. From toronto we need to look for angle to see polaris. From equator on march 21, polaris would be straight along the horizon.
