Client : ontario ministry of natural resources and forest. Responsible for detecting and dealing with forest wildfires. Hundreds of wildfires are happening each year, and they cause a lot damage. In general, gap does not include no design criteria, only problem itself. Design criteria - as early as possible - is included in this case, because client has already had method of wildfire detection, "early" is needed.
