End up borrowing and relying on one person for help. Everyone suffering from this one problem land for someone else. Romans build on top of their past. New generations pile up on top of the old. Ruled until 6th c bce; government changes after that. Ruins survived because romans viewed as sacred place. Elected, led armies, performed religious duties such as auspices. After the kings were gone, they were replaced with someone else for religious practices.
