Smoking tobacco is completely legal but harmful we have rules to them and they are quite regulated but not criminalized even tho it has such harm. Legalization of gambling causes harm and addiction, can lose family over obsession yet it is still legal its legal because its good for the economy, benefits the government, creates jobs. Murder rape theft = consensus crimes where a majority agrees on what is a crime. Justice is said to be a contested terrain. There"s certain behaviours that are regulated but are heavily pushed.
