Tokugawa ieyasu believes in education & followed the principles of confucianism. Baku-han system: split between feudal pwr from the shogunate in edo (bakufu) and provincial domains (han) throughout japan. Han (provinces domains) were governed by daimyo (regional lords) who held independent administration including their own system of taxation, in exchange for loyalty and service to the tokugawa shogunate. Tokugawa bakufu was responsible fir foreign relations and national security. Code for imperial court and court nobility was to not cause any unnecessary trouble. Hon-matsu (main temple branch temple) system decree that each sect organize its temples along strict hierarchal lines forced every temple to become ranked and be a branch temple (matsu-ji) of a main temple (hon-ji). The main temple was responsible for managing the branch temples and the main temples was kept under a close watch by the government. Forced laypeople (non-samurai) to register w/ a temple (shrine) registry.
