Governance, donor agencies, ngos, federal/provincial states, community-based organizations. All of these actors are shaping how intervention projects are defined and implemented; there are tensions of different understandings. For example: development agencies implement a strategy to improve apple yields, the idea is that high-value exports will spur the local economy. But farmers do not want to spend time planting apples when migration to urban area is a better option. The idea of expertise , power relations of experts in the development world very contentious. Also we will be talking about the development industry e. g. agencies, structure and institutional dynamics that affect definition and how environmental problems are addressed. Two key terms in course title: environmental problems and developing world . An old and tenacious way of looking at env problems: places are lacking in progress, deficient in development because of inherent env characteristics. Problems are due to bad physical geography env are deterministic of underdevelopment.
