Total loss during civil war: 620,000 men. From the north"s perspective, they had won the war, the union was preserved, slavery has ended appeasing the abolitionists, northern business were also booming because of the war. There was a psychological cost, its way of life has been turn upside down because so much of its life surrounded slavery and slavery was now abolished. Lincoln advanced plans for reconstruction before the war even ended: proclamation of amnesty & reconstruction, dec 1863. Abraham lincoln"s vision: his vision after reconstruction was to offer full pardon to any rebel states that renounced secession and accept emancipation through the proclamation. Lincoln"s discussion of reconstruction had no plans of any long term assistance for freed men. There were those in congress that thought his plans were too forgiving and lenient. Came up with a counter plan which was the wade-davis bill: wade-davis bill.
