Secretary for home affairs, 1969 (formerly secretary for chinese affairs) Local chinese in administrative positions: 41% in 1979, 49% in 1983 (recruit more and more local chinese: govt. by consultation (1970s) White papers and green papers, consultation period: allow people to voice their opinion on proposals (white) -> policies introduced (green)
