End of soviet union, many countries switch to democracy. Democracy is the ultimate form of government - fukuyama. Teleological school of thought: building toward an end goal(marxist idea) Karl marx: capitalism would fail, then a switch to socialism which would fail, then the adoption of communism which would succeed(an end of history according to marx) Fukuyama: democracy is good, stable, and widespread. Democracies are value neutral: the will of the majority isn"t inherently good. Minimal democracy: the right to vote, choice of preference at polls, popular candidate wins. Kaplan"s view is the minimal form of democracy. Kaplan believes that we are exporting minimal democracy and that it is not possible to export anything more than that. Literacy and education(a precondition often used throughout history to exclude the marginalized population e. g. Literacy does not guarantee good decision making. Enlightenment was a separation from the church and monarchies. Excludes brides and other forms of corruption.
