Urban governance is focused on governing beyond the state. Includes a range of civil society and private economic actors. Is a process of coordination to attain goals and achieve collective action. Includes formal regulation and institutions, processes, policies, ideologies, coercive actions and collective mobilizations. Governance does not mean that the state or local government is not important.
