The concept of legitimacy is where citizen voluntarily defer to the state. They do this as a result of tradition, charismatic leadership, or the mark of respect for legal-rational institutions. Legitimacy can also be enhanced by the state"s provisions of material goods and services. The other side of authority coin, however, is coercion. An application of violence increases the possibility that state can still retain control over civil society even when they lack legitimacy. Coercion can be defined as the use of force or threat of violence to achieve political or social purpose . Legal rights tied to the monopoly of force. Citizen oriented government + private business sector + active civil society == good governance, human rights, development and security.
