The pm sets the agenda and makes the laws and if it passes it is rubber stamped by parliament. They have to vote for their party otherwise they get kicked out and so on. Theory parliament is the ultimate law maker but the practice the pm and cabinet is more powerful when it comes to the law making. Only the gg can introduce a sending or taxation bill done in the hoc though the. No bill becomes a law unless it is passed in the hoc and then the senate.
