It is better to call it the law of state. State vs. nations: state is a geographical territory. State has monopoly over use of force and violence: it is fair to call the il a law of state that primarily address the state. The only time the actions of individuals is account, when those individual actions are attributed to states. Its capacity, its state, its power, and its rights are all set via: historically states were the focus of il. Il has developed to address entities that are not states. There are 194 or at least in the international system: there are controversies about some states like kosovo which is not considered a state. But in some respect, statehood, or whether from i/legal perspective, state is a relevant actor, depends on the other state action. Kosovo has no status as state while palestine is not the member of the un. Nation is a concept that is very ill-defined.
