Il is public international law. it governs the relations between the states. States are the only unqualified actors in public international law. They are going to be qualified through un. Generally speaking, non-state actor have status in il, it is because state gives them. Il, describes a law, which law to apply to any particular domestic dispute. Tension: some sort of tension between law and politics, in the realm of il, this tension is extremely obvious. The judgement of the ic is not enforceable all the time as supreme court of ca. They do not have the same authority as the general assembly of un to make laws. Il is more than just a fiction. Traveling to another country, means that an individual is benefiting from international treaties.
