Fall term test 5 -6 pm - lecture will precede the test. The test will cover all of section 1 and 2 the layout of the test. Focuses on a particular concept part 2 - 1 /2 essay questions. Federal system effectiveness definition : the quality of the policy outcomes produced by the federal system. Federal system legitimacy public perception of the appropriateness of existing federal intergovernmental arrangements and degree of citizen supports for them. Backvis and skogstad wrt b & s, they believe that federalism is balanced. Itdoesn"twork amazingly,but it is not horrible they provide a background into the positives and negatives of canadian federalism. Another criticism to b & s: they pass powers on horizontally to private corporations . Private interest groups are no longer shut out of the federal system. Analytic approaches and normative issues in the study of federalism federalism is not due to an underlining structure, but the provincial state has a role as well.
