Our memory stores: personal experiences, emotions, preferences, motor skills, world knowledge, language, etc: you as a person are derived from experiences that have been stored in your nervous system. Learning and memory are theoretical concepts (i. e. we can observe an experience and assume learning-memory occurred if we see an observable behavior) The psychological appraoch studies how experiences change organism"s behavior but does not really focus on what is happening at the level of the brain. Overall the psychological approach identified critical phenomena and concepts that provide the starting point for neurobiological investigations. William james proposed that memories emerge in stages which is akin to what we consider stm and ltm.
