Big framework policy (i. e. has to do with innovation, since all departments are involved in innovation), and anything that involves legislation. Small policies that are within a department minister"s activities and powers, doesn"t require new funding, not controversial, no political risk, not complex, are not taken to cabinet. Treasury board deals with all the small details of the policy - how many people, how much office space, exact amount of budget, how exactly to evaluate the policy. Infrastructure ban has been announced in two year"s budgets already, but still hasn"t been implemented. So must be careful as an advocacy, can"t take foot off the gas until it is actually implemented.
