[welfarism, correction] and controlling through that) -> example: corrections canada, the punishment is designed to fix the problem. Rehabilitation -> hallmark of penal welfare, idea of making offenders better. Discretion -> another hallmark, judges should have a level of discretion in sentencing to take in relevant factors (prior offences, explanations, etc).
