Government have a certain responsibility to the citizen (a basic modicum of well being and good living)/ every citizen have the right to a basic level of living. This encapsulates a lot of different programs to ensure the basic modicum of life/ the set of provision depend on which state you live in (different countries offer different kinds of welfare. The first set of basic policies that are introduced, the ones that follow with be good too/ the cultural and societal factors/ also politics have influence on how welfare state develop over time. High transactional costs/ much easier to start something new then trying to change something that already exists.
